Competitive Access Provider (CAP)

A Competitive Access Provider (CAP) is a facilities-based Competitive Local Exchange Carrier (CLEC) that competes against the ILECs in local service areas. They provide businesses with alternatives to the local telephone companies in some markets. These companies use their own local infrastructure and switches to route calls directly to and from the long-distance network, thus bypassing the local telephone companies' access charges.
