Competitive Local Exchange Carrier (CLEC) is a telecommunications provider company (sometimes called a "carrier") competing with established carriers (Incumbent Local Exchange Carrier (ILEC)) after the 1996 Telecommunications Act removed statutory prohibitions on competitive provision of local service.
